COP28 UAE: False Freedoms of Speech, True Repression

When it comes to the United Arab Emirates, almost everything becomes absurd. So happened with the COP28 summit, which the Emirates was to host in November 2023. Earlier that year, organizers told speakers at the summit to not protest or “criticize corporations”. The panellists were advised to “be aware and respectful of UAE laws” COP28 organizers warned: “Do not criticize Islam, UAE government, corporations or individuals”. The UAE, however, shocked the world in August 2023, when it vowed to allow “peaceful” assembly of environmental activists at the summit. In joint statement with the UNFCCC (United Nations Framework Convention on Climate Change), COP28 President Sultan Al Jaber said, “There will be space available for climate activists to assemble peacefully and make their voices heard.” The announcement came the same day a report based on leaked documents was published. The documents revealed the UAE’s strategy to defend the questions on its climate issues and human rights records from the media. Many viewed the permit to protest as a complete hypocrite move by a country that effectively bans demonstrations. The Emirates was under questions for lack of free speech since it became the COP28 host. The UAE’s limits on speech were expected to become an obstruction for climate activists at COP28. Despite the permit to protest, it was unclear what the Emirati authorities will actually allow. Rights group said it only highlighted the UAE’s normally restrictive human rights environment. They claimed that the need to highlight free expressions depicts the severe restrictions UAE puts on freedom of expression and peaceful assembly. Amnesty International said the Emirates should drop all restrictions on human rights not only for a two-week meeting, but permanently. It said the Gulf state must also make amends for the previous abuses. The organization also said that the COP28 summit should be all-inclusive, where stakeholders are heard freely, and participants can criticize corporations and authorities. The Emirates made a calculated move to escape the criticism by permitting protests.
