Soak the rice in water for about 30 minutes. Drain the water and set the rice aside. In a large, heavy-bottomed pot or pressure cooker, heat the cooking oil or ghee over medium heat. Add the whole garam masala spices (cinnamon, cardamom, cloves, bay leaf), and cumin seeds. Let them sizzle and release their aroma for a minute or so. Add the thinly sliced onions and sauté them until they become golden brown. This will add sweetness and flavor to the pulao. Add the ginger-garlic paste to the pot and sauté for a minute until the raw smell disappears. Put the chopped tomatoes into the pot and cook until they become soft and mushy. Now, add the mutton pieces to the pot and mix them well with the onion-tomato mixture. Cook the mutton for about 5-7 minutes until it changes color and gets slightly seared. Add the red chili powder, turmeric powder, garam masala powder, and salt to the mutton. Mix everything well to coat the meat with the spices. Add about 2 cups of water to the pot and bring it to a boil. Reduce the heat, cover the pot with a lid, and let the mutton simmer until it becomes tender. This can take anywhere from 30 minutes to 1 hour, depending on the tenderness of the mutton. If using a pressure cooker, follow the manufacturer's instructions to cook the mutton accordingly. Once the mutton is cooked and tender, add the soaked and drained basmati rice to the pot. Gently mix the rice with the mutton, taking care not to break the rice grains. Pour 2 cups of water over the rice and mutton mixture. Adjust the salt if needed. Stir gently and bring the mixture to a boil. Reduce the heat to low, cover the pot with a tight-fitting lid, and let the mutton pulao cook for about 15-20 minutes or until the rice is fully cooked and fluffy. Once the pulao is cooked, turn off the heat. Let it sit for a few minutes with the lid on to allow the flavors to meld together. Garnish the mutton pulao with fresh coriander leaves, mint leaves, and fried onions (optional) for added aroma and flavor.
